I. Background
Rypkema (2002) in his book, ”The Economics of Historic Preservation:
A Community Leader’s Guide” convinced that Heritage Conservation
is an Economic Development. It comprised of 100 roles of the Economic
of Heritage Conservation. Started from the first role : Heritage Conservation
creates new jobs until role number 100 : Heritage Conservation makes
’economic sense’.
In managing World Heritage Cities, the Organization of World Heritage Cities at its headquarter in Quebeq has published a Manual of Heritage Cities Management. One of eight principles Cities Conservation is ”in a planning of conservation, it is very important to consider about the aim of conservation itself and the aim of social and economic development”. This manual emphasizes the implication of cities or heritage district decision-maker shall tend to the two topics (1) The need of management of changes, and (2) The need of holistic approach, attract multi sectoral – multi discipline, intra sectoral – include local community. This means the problems of heritage conservation could not be located beyond the comprehensive planning, evenmore various action planning have to consider the integration between heritage conservation and economic development.
The integration of heritage conservation and economic
development in order to revitalize the old cities often seen as dicotomy.
This understanding need to be reconsidered, although a lot of adjusments
are really needed in order to have the balance between them. An adjusment
is affected by local condition such as character and problems in each
area. Several pattern of actual action for integrating heritage conservation
and economic development in several countries emerge best practices
and offer the tool of the management system in many phases from time
to time.
